With Dawn or similar dish detergent, use a large sponge to completely clean the raft. This will remove caked on mud, sand, scuff marks,etc...
While the soap is still on it, go back and clean with a mix of bleach diluted with water. (use gloves). Rinse both off thoroughly.
Be sure and get under the inside edge of the raft, under flaps and around cleats. Lay out in full sun only long enough to dry - flip over and around continually to get it dry.
Do not pack away until you're sure everything has dried completely...
